Challenge of Knowledge Economy to Public Security Work at Grass-root Levels and Its Countermeasures

知识经济时代的到来 ,使社会治安形势出现了新的特点 ,具体从九个方面对基层公安工作提出了挑战 :犯罪主体多元化 ;犯罪工具现代化 ;犯罪手段高智化 ;犯罪行为隐蔽化 ;犯罪过程高速化 ;犯罪组织集团化 ;犯罪保护反侦化 ;犯罪后果恶性化。为了迎接挑战 ,基层公安应从六个方面作好准备 :加强形势教育 ,增强警员提高自身综合素质的紧迫感和主动性 ;通过各种途径和方式提高警员的知识和技术素质 ;建章立制 ,形成警员优胜劣汰机制 ;更新技术装备 ,为提高基层公安的接处警能力提供高科技物质保障 ;主动出击 ,预防前移 ;创新警务组织方式 。

The knowledge economy has been challenging the public security work at grass-root levels in eight aspects: different people involving in crime-making, modern crime-making instruments, hi-tech means, covering-up activities, high-speed process, group crime-making, counter-detectable techniques and crimes causing serious consequence. To meet with these challenges, the public security department at the grass-root levels should be well prepared to strengthen education on current situations, improve policemen's comprehensive qualities, try every means to raise policemen's qualities in knowledge and technology, establish rules and regulations to bring out excellent policemen, renew technological equipment to provide hi-tech material protection for policement at grass-root levels, take precautions to prevent crimes from happening, innovate organization forms for policemen to form a social police system.
