On Strategically Solving the Employment Problem

本文指出,要从根本上解决我国目前的就业问题,必须根据以人为本的发展观对国民经济发展战略方针作出重大调整,把就业作为经济发展的首要调控目标,加大再分配力度,完善社会保障以消费带动就业,建立政府廉租房制度,从根本上解决城市居民住宅消费问题,调整教育投资结构普及中等教育,提高低收入劳动者的知识水平和文化素质。

This article maintain that to solve the problem,we must fundamentally adjust the development strategy of national economy according to the development concept of taking people as the key link,take the employment rate as the main control target,improve social security system,promote employment by consumption,set cheap government housing system,make secondary education universal,and enhance the cultural level of low income group.
