Discussion about the Capital Managerial Policy of Jiangsu Province in the Reformation of Forestry Ownership

本文在对江苏省林权改革资金的“村有乡管” ,“专户储存” ,“专款专用”管理政策实施中遇到的问题及其原因分析的基础上 ,提出了取消不合理的规定、建立基金管理制度、拓宽资金征集渠道、加强监管等建议。

The suggestions of establishing institutions on capital management,widening the channel to raise fund and enhancing the supervision have been put forward in the thesis,which based on the analysis of the obstacles and its reasons risen in the process of carrying out the current capital managerial policy of Jiangsu province in the reformation of forestry ownership.
