It is necessary for ecology forestry to build a financing system,which will be used to effectively settle down the 'Market failure 'and compensate the production capital. In addition to consider the traditional method which focus on fiscal budget,we must pay attention to market oriented way which will be set up through ecological service market,for example carbon offset trading and bioprospecting deals.
