建设项目全过程管理方法探讨

PROBING INTO THE METHOD OF THE MANAGEMENT IN ALL PROCESS OF A PROJECT

建设项目实行工程咨询机构参与的全过程管理 ,是为适应我国深化投资体制改革的需要 ,建立建设项目投资风险约束机制 ,对市场经济条件下建设项目管理模式的一种探索。以工程咨询机构牵头 ,与使用业主共同组建管理机构负责建设项目全过程管理的建设管理模式 ,有利于发挥咨询机构和使用业主双方的优势 ,调动双方的积极性 ;有利于工程建设的监督管理 ,在工程建设标准的掌握、材料设备的采购、财务管理等方面引入全面的监督机制 ,防止建设管理中的不正之风。本文就咨询机构参与一般性建设项目全过程管理模式、内容、目标控制。

The engineering consulting institution taking part in the management in all process of a project is to fit in with the need of deepening the investment system reform in our country;to set up the control system for investment risk in a project;and to probe into the model of management in a project under the circumstances of market economy. The joint management unit composed of the owner and engineering consulting institution who takes the head,manages all process of a project.This model is beneficial to play the role of the advantages of both engineering consulting institution and owner,bringing into full play the initiatives of both sides;and beneficial to supervise the project construction,and to introduce all over monitoring systems in construction standard,purchase of material and equipments,financial management and etc.,avoiding malpractices in construction management.This article is the research and probing into the model,contents,objective control and method of management in all process of a project.
