摘要 日趋严重的水资源匮乏和水环境污染已对我国社会、经济的可持续发展构成极大威胁。为此 ,必须制定科学、合理的水资源保护规划 ,以实现水资源的高效利用和有效保护。而“水资源保护规划既要定性 ,也要定量。”即 ,对水功能区范围、水功能区保护标准、污染排放区的大小、污染物的允许排放量等提出科学、合理的数据。目前由于缺乏系统的理论指导 ,尤其是对于湖泊、水库、感潮河网等特殊水域 ,在实际工作中科学、准确地定量还有不少困难 ,必须加大相关基础理论问题研究的力度。同时 。 The increasing water resources shortage and water environment pollution have brought great threat to the sustainable development of society and economy in China. For this reason, the scientific and reasonable water resources protection planning should be formulated to realize the high efficient utilization and effective protection of water resources. Meanwhile the water resources protection planning should be formulated qualitatively and quantitatively, that is, the scientific and reasonable data should be given in the following aspects such as the area and protection standards of water function zone, the range of pollution discharge area, pollutant discharge allowance, etc. At present, due to the shortage of theoretical guidance systematically, it is very difficult to quantify them scientifically and reasonably in the actual work, especially in those particular water bodies such as lakes, reservoirs, tidal water system, etc. Therefore it is necessary to strengthen the study on the relative basic theoretical problems. We should pay close attention to the monitoring work of basic materials that are needed in the adoption of mathematical model for quantitative analysis.
