The paper elaborates elementary educational reform in Japan on such aspects as following: carrying out the action plan for educating new students in the 21 st century; pushing on curriculum reform; stressing on moral education; cultivating creative spirit and practical ability; improving the information and technology education, which can show us the tendency of reform in Japanese elementary education in the 21 st century and also provide reference for elementary education reform in China.
