It is a complex and systematic project that actualizing alleviating poverty via tourism development in the western ethnic regions.Not only is the strategy of government-directed needed,it is alsoessential to strengthen effective government-directed.After summarizing the past experience and lessons,the writer of this article puts forward to some corresponding countermeasures on how to improve the sufficiency and responsibility of government:(1)enterprise indepedence of government,enterprise independence of administration;(2)power decentralization,power stratification;(3)scientific leadership,scientific decision;(4)supervision by law,supervision by democracy.
