西部大开发,关键是克服西部的软投入制约

The Key to Western Development of China is to Overcome the Restriction of Soft Input in West China

本文在充分肯定西部大开发诸多有利因素的前提下,指出西部大开发关键的制约因素,是西部软投入质量较低形成的制约;西部软投入质量较低,主要是由体制、政策和观念等非科技型软投入质量较低决定的;如果未来西部软投入的质量在原有水平上徘徊,则西部大开发的目标将不能如期实现,这是西部大开发的风险所在。在具体分析软投入对西部大开发的制约作用的基础上,提出未来进一步提高西部软投入质量的对策建议。

On the premise of fully affirming the various favorable factors of western development of China,the authors point out that key restrictive factor of western development is the inferior quality of soft input ,which has been caused by inferior quality of non-technological soft input,such as system,policy,ideas,etc.If the quality of soft input is always at the original level,the goal of western development of China can't been realized as scheduled.It is what the risk of western development of China lies.On the basis of having a concrete analysis of the restrictive role of soft input on western development of China,the authors put forward some countermeasures and suggestions to improve the quality of soft input in West China.
