摘要
对特定技术创新系统的综合实力进行分析评价,是科技管理的一项重要工作。对于把握科技活动的整体运行,以科学的总结评估、优化过程控制和完善前期的规划指导都具有特殊的作用。本文以农业技术创新系统的综合实力测评为切入点,在中国农业学术水平计量分析与预测研究的基础上,从部分产出水平的测评扩展对整体性投入、活动和产出水平的综合测评,探讨指标体系、权重参数和模型方法,并编制了配套软件。
As far as the management of science and technology is concerned,it is a key job to conduct analysis and evaluation on the comprehensive strength of a specific technological innovation system.It also plays a special role either in assuring the overall operation of scientific and technological activities,or in evaluating and optimizing the process control by the scientific summary,or in the soundness of planning and guidance of the preliminary stage.Taking the evaluation on the comprehensive strength of agrotechnology innovation system as a cutting in point,this paper makes a study of quota system,weight parameter and model means,with a scope of discussion ranging from the evaluation of partial output level to the comprehensive evaluation of holistic investment,activity and output level,based upon the research on quantitative analysis and prediction of academic level of Chinese Agriculture.Moreover,relevant software kit is also worked out.
