本文提出了“一主多元”办学模式,即是充分利用社会各方面的力量,在发展国家投资办学的前提下允许企业、公民、社会团体及国外教育机构兴办高等教育事业,以满足广大人民群众的教育需求。为此,需要一系列相关法规和政策措施来支持。

The pluralistic schooling model with mono-subject is to fully use all the strength of the society.On the premise that the government should increase invest ment on higher education,enterprises,citizens,social groups and foreign educational organizations are allowed to set up higher education,in order to meet the needs of the people for higher education.Therefore,we need a series of laws and regulations,policies and measures to support the model.
