“权力寻租”问题浅析

On the Issue of Political Profit-seeking Activities

政府在调控经济的过程中 ,不可避免地会产生“权力寻租” ,权力寻租现象的存在削弱了政府对经济的积极作用。政府在配置宏观资源时因为权力寻租而无法达到最优化。抑制这一现象产生的途径除了传统道德教育以外 ,进一步扩大市场经济的作用 ,从“经济人”角度合理满足政府官员的精神和物质需求显得更为有效。市场经济比重增加使得寻租者行为空间缩小 ,而一定程度上满足政府官员的精神和物质需求 ,使得寻租者在面临权力寻租行为时有着更大的机会成本。

Political profit-seeking activities is an inevitable phenomenon in a society where economic activities are somewhat controlled by government. However, the positive role that government plays in economy is greatly weakened by these directly unproductive profit-seeking (DUP) activities. The only thing we can do is to reduce such phenomenon as far as possible but hardly can we eliminate it. Besides enhancing the moral quality of officials, the more effective settlement to reduce corruption is to lessen governmental administrating interference to economy and make the market itself play more and more roles. The government also should adopt a correct attitude towards officials. As 'economic men', officials have the same desires as ordinary people. The government should satisfy the spiritual and material desires of the officials in a certain degree.
