数字鸿沟是指当代信息技术领域中存在的差距现象,是"信息富有者和信息贫困者之间的鸿沟".随着信息时代的产业格局以及全球化分工逐渐分明,发展不均衡造成的数字鸿沟问题也逐步凸现.数字鸿沟现象存在于国与国、地区与地区、产业与产业、社会阶层与社会阶层之间,已经渗透到人们的经济、政治和社会生活当中,成为在信息时代突现出来的社会问题.
