摘要
人力资本投资是开发青年人力资源的引擎,是实现青年发展的前提和基础。针对目前我国青年人力资本投资力度过弱、投资主体单一、结构层次不明显、效益不高、配置不合理和投资机制单一等问题,必须加强投资体制的改革与创新,增加对教育的投入,拓宽培养青年人才的渠道,降低成本,优化青年人力资源投入,增加青年人力资源的产出。
Labor capital investment, which is the prerequisite and foundation for the development of the youth, is a critical element for the development of youth human resources. But at present, capital investment on youth labor in our country has many disadvantages, such as poor capital investment ,unitary investor , vague structure and stratification, poor beneficial results, unreasonable resources arrangement, and one - track investment system. To deal with these disadvantages, we should strengthen the reform and renewal of the investment system, expand investment in education, broaden the path of developing youth talents , decrease the cost, optimize the investment, and increase the production of youth human resources.
