“十五”期间提高河北省经济整体素质对策研究

“九五”期间,河北省经济整体素质有了较大提高,但较全国先进省市相比仍有较大差距。主要原因在于各地市产业构成不合理,所有制构成调整步伐较慢,支柱产业不突出及人口素质较低等。因此,要加大政府对贫困地区的转移支付力度,引导各地抓好特色产业,大力发展民营经济,多渠道吸引优秀人才,以尽快提高“十五”期间河北省经济整体素质。

The comprehensive qualities of Hebei Economy were enhanced greatly during the'Ninth Five -year Plan'.But compared with other advanced provin ces and cities,there exists a big gap because of the irrational industria l structure among regions and cities,sluggish a djustment of ownership stracture,unclear pillar industry,poor popula tion qualities and etc.Therefore,the government shou ld strengthen the degree of the transfer payment to poor regions and citie s,guide them to build characteristic industries,develop the private economy,attra ct excellent intellectuals from dif ferent channels,so as to enhance the comprehensive capacities of Hebei economy in the'Tenth Five -year Plan'.
