The Control and Management of Ballast Water

压载水排放造成危害的潜力 ,不仅已被国际海事组织认识 ,而且同样被国际卫生组织认识 ,该组织对压载水传播流行病菌的作用甚为关注。一些国家早已采取通过地方的、区域的或国内的法律约束及规定的措施 ,以减少通过到港船舶传入有害水生物或病原体的危险 ,同样的问题也越来越受到世界范围的关注。在海上更换压载水 ,船舶安全是最重要的 ,更换前必须进行安全评估。

The harmful potentiality caused by discharging ballast water has been recognized not only by IMO but also by WHO. WHO pays more attention to the action of spreading epidemic germs by ballast water. Some countries have adopted local, regional or domestic legal restriction stipulations for danger reduction of harmful aquatic organisms or pathogens delivered by arrival ships. Also, this problem has been paid more and more attention to in worldwide region. Ship's safety is most important when changing ballast water at sea and safety assessment should be carried out before the changing.
