提出了股份制改水的总体设想,分析了股份制改水具有的加强成本核算、投资良性循环、经济效益预期良好、减轻财政负担、形成新的卫生产业、提高服务质量等优越性,对实施股份制改水的保障措施和管理方式提出要求。

The authors in this article advocate the use of stock system in water supply improvement. This article analyzes the advantages of using stock system in the development of rural water supply: transparency in capital investment, better economic return, better performance in terms of management and customer service, reduce the burden of local governments and provide job opportunity, etc. Recommended measures and management models are also found in this article.
