In this paper,on the base of analyzing how the venture capital companies choosing from so many applying projects for further comprehending and investigation,we suggest a practical method and process aimed at evaluating the commence plan of the applying projects during the venture capital investment.In the following part we have proved the rationality of the valuation means and procedure by use of signaling games model under asymmetric information.
