产业在空间如何合理布局是区域经济发展的关键 ,关系到西部大开发战略能否顺利实施。产业布局应遵循一定的原则。非均衡协调发展的产业布局战略是一个较优的选择 ,其基本含义 :一是非均衡 ,就是说要根据非均衡发展规律 ,有重点、有差异、有特点的发展 ,而不是平均使用力量求得均衡 ,在不同时期要选择对全局有重要影响的重点地区、重点产业实行优先发展。二是协调 ,产业的非均衡布局必须有一定的度 ,非均衡和区域差距不能过大 ,必须在一定的非均衡的同时讲协调发展。要保证非均衡协调发展战略的顺利实施 ,必须有相应的政策措施 :发挥地区优势 ,选择和优先发展主导产业 ;加强各地区的分工与协调 ,提高区际产业关联度 ;发展增长极、依托轴线、扩散扇面。

How to distribute industry in space is essential to regional economy development,which affects whether the west development strategy could be actualized smoothly.Industry distribution should follow certain principles.The industry distribution strategy of non-equilibrium harmonic development is a better choice comparatively,the elementary meaning of which concludes two aspects.The first is non-equilibrium,namely,to select important regions and leading industries in different periods to develop regional economy based on the rules of non-equilibrium development,rather than develop evenly, to reach equilibrium.The second is harmony,non-equilibrium and regional gap should be moderate,not too large ,that is to develop regional economy with both harmony and non-equilibrium.To ensure that ,corresponding policies and measures should be adopted,which calls for exerting regional advantages,selecting and first developing leading industries,strengthening regional division and cooperation,improving interregional industries'association-degree,developing increasing-poles,depending on axes,diffusing sectors,and forming industry net zone,etc..
