江泽民总书记提出以德依法理政治国方略的实质就是以人为本 ,进德修业 ,极大地解放和发展生产力 ,实行高度民主自治。这是人类历史发展的必然。没有共产党领导进行的新民主主义革命 ,就没有人民民主的新中国 ;没有人民民主的实践和发展 ,就没有社会主义的建设和社会主义现代化的实现。发展民主政治是推动人类社会发展的主题曲和制高点 ,是中国共产党始终不渝的奋斗目标。

General Secretary Jiang Zemin points out that the essence of ruling by morality as well as by law is human orientation,improving morality and study ,liberating and developing productivity, and practicing democracy and autonomy,which is an inexorable trend for human development.Without the new democracy revolution,without the practice and devepment of the people's democracy,there would be no socialist construction and socialist modernization.Practicing democracy is the theme and commanding point of impelling the development of human society,and it is also the very goal that the communiot porty of China has been striving for.
