规划层次上的环境影响评价

以长春经济技术开发区的土地利用规划为例,在探讨土地利用变化与环境质量关系的基础上,论述了土地利用规划对环境的影响。结果表明,土地利用变化与环境质量具有显著相关性。为了保证土地利用规划的环境可持续性,有必要对土地利用规划进行环境影响评价。介绍了土地利用规划环境影响评价的概念、必要性、应用技术及研究方法,并结合长春经济技术开发区的土地利用规划进行了实证研究。在研究方法上,采用GIS软件进行土地利用变化分析和趋势面拟合扩展,使评价工作更科学,评价结果更准确。

Ease on approaching the relation of land use change and environmental quality, the paper discussed the effect of land use planning of Changchun Economic and Technological Development Area on environment. The result proved that land use change has remarkably correlated with environmental quality. In order to guarantee environmental sustainability of land use planning it is necessary to carry out environmental impact assessment on land use planning. Concept, necessity, applied technique and method were introduced. In the light of the method, the GIS software was applied to analysis of land-use change and extension of harmonic trend surface, in order to guarantee the scientificity of assessment work and the accuracy of assessment result. Giving an example of the land use planning in Changchun Economic and Technologic Development Area, application study has been conducted.
