The essentiality of energy saving, renewable energy and the state of affairs in Zhejiang province is analyzed in this article. It points out the experiences and lessons could be used for reference in 'Ninth Five Program'. The strategic mission and countermeasures of development on energy saving and renewable energy in 'Tenth Five Program' are put forward by the author.
