在高等教育由精英型向大众型转型时期 ,高等教育质量观念及其评价取向面临着巨大的变革。本文通过对高等教育三个主要历史时期的主流质量观念的剖析与对比 ,以及对精英质量与大众质量关系之辨析 。

During the period of higher education transforming from the elite to the mass,the view of higher education quality and its assessment are facing tremendous changes.Through analysing and comparing the views of main quality in three different historical periods of higher education and through distinguishing the quality relationships between the elite and the mass higher education,the paper principleses three principles followed in the quality assessment in the transition of higher education.
