入世:中国政府改革面临考验——“经济全球化与政府作用”研讨会综述

Accession to the WTO: Reform by the Chinese Government under Challenge

不久前,中国行政管理学会行政学教学研究会与温州大学管理学院联合举办了中国行政管理学会教学研究会2001年年会暨“经济全球化与政府作用”研讨会。中国行政管理学会会长郭济和原人事部副部长、中国行政管理学会行政学教学研究会理事长程连昌等出席会议并讲话。研讨会由行政学教学研究会常务副理事长张德信教授主持。来自全国40所行政学院和大学行政院系的70余位专家学者参加了学术讨论。研讨会就经济全球化形势下,特别是入世后中国政府所面临的一系列问题进行了深入讨论,并就我国政府应对入世挑战进行行政管理改革提出了建议。现将会议观点综述如下。

With China's accession to the WTO, the style of government administration is under great shock and the administration style with the traits of planned economic system will impede the progress of market economic system. In the context of global market, the qov-ernment should further transform its role and realize the transition from structural reform to administrative transformation. T'he legal awareness of local goverrments should he strengthened and'the qualification and capacity of civil servants should be enhanced. The advanced administrative mode in the western countries should he used for reference in order to improve the efficiency of government organs.
