作为现代民主国家根本法的宪法 ,是规范国家机关活动、实现公民权利的最高准则。它以国家的最高权威形成制约国家权力、保障公民权利的制度 ,并通过宪政的政治运作而得以实现。在此过程中 ,最重要的是确立立宪主义的思想 ,按照立宪主义的原意来制定宪法、尊重宪法和实施宪法。

As a basic law in modern democratic countries,Constitutional Law is the highest rule for regulating the state organ's activities and realizing the people's rights.It can form,by its highest state authority,a system of control state power and guarantee citizen's rights which can be achieved though the political operation of constitutionalism.The key in the course is to establish the idea of constitutionalism,and to enact Constitutional Law,to respect Constitutional Law and to enforce Constitutional Law according to the original principles of constitutionalism.
