关于组建大秦铁路区域性干线公司的思考

Reflections upon Setting up a Regional Branch Line Company in Da-Qin Line

针对大秦铁路 13年来经营现状和当前改革形势 ,指出传统的铁路运输管理体制对大秦铁路发展的影响 ,并从大秦铁路在路网中所处的战略地位等方面分析了大秦铁路实行公司化改制的必要性和优势条件。提出以大秦铁路干线为主体 ,以“三西”(山西、陕西和内蒙西部 )煤炭西经大同、东达秦皇岛和天津 2港下海 ,北出山海关的独特区域经济和路网布局为条件 ,以《公司法》和现代企业制度为规范 ,组建成立“大秦铁路区域性干线公司” ,最大限度地发挥大秦铁路整体运输优势和市场竞争能力 。

Regarding the operation status of Da Qin railway line during recent 13 years and the current reform situation, this paper points out the effect of railway transport management system to the development of Da Qin railway. The stringency, necessity and advantages of Da Qin railway's transforming into company is illustrated in respect of Da Qin railway's strategic position in the railway network. The paper suggests to set up “Da Qin Railway Regional Branch Line Company” with the Da Qin railway branch line as main body, with the coal of “three west” (Shanxi, Shaanxi and west Inner Mongolia) being transported to Datong westward, to the two harbors for sea transport in Qinhuangdao and Tianjin eastward, and through Shanhaiguan special regional economy and railway network layout northward as conditions, and with the “Company Law” and modern enterprise regulation as specification. Thus it can give the maximum rein to Da Qin railway's integral transport advantages and market competence and it can contribute more to the development of national economy.
