权力制约问题一直是政治学研究的重要问题 ,但长期以来 ,权力制约的思路局限于以权力制约权力。鉴于权力制约存在许多不可避免的弊端 ,似可从社会的角度出发 ,以社会制约权力。

Problems of power restriction always are important topics of political science.However,the key to power restriction is localixated to be that power restricts power for a long time.Due to many malpractices of power restriction,we provide many idiographic and tentative plan to solve the problem by analyzing the character of power restriction from the aspect of the society.
