本文针对甘肃省地勘局水工环地质勘察与施工队伍组合在各综合性地勘院中 ,人员、设备、资金、资料、资质等生产要素相对分散 ,形不成规模优势的现状 ,提出了组建“甘肃前列、全国一流、走向世界”的水工环地质勘察与施工“集团军”的构想 ,并对组建“集团军”的必要性、目标、范围、形式、优点等进行了论述。
