针对目前农村卫生院在产权制度改革中出现的不规范运作及其危害性 ,提出了营造规范的改制环境 ;着力造就一支管理人才队伍 ;鼓励买断土地使用权 ;规范用工、分配制度 ;
Aiming at irregular reform of property right system in rural township hospitals, the author suggested some countermeasures. We should establish regular circumstances for the reform, train able managers, encourage to buy the access of the land thoroughly, and regulate the employ system, distribution system and management rules.
