摘要
制度是经济发展的基础。只有坚持制度创新 ,让国有企业从竞争性行业退出 ,消除限制私营经济发展的所有制歧视 ,突破束缚农业发展的制度安排 ,改革交易费用极高的现行政府管理制度 ,中国经济才可能有一个乐观的前景。
System is the foundation of economic growth. The essay suggests that system be constantly innovated; state-owned enterprises be allowed to withdraw from some of the competitive businesses; ownership discrimination, which restricts the development of the private sector of economy, be abolished; institutional arrangement confining agricultural development be broken through; the government administration system, which charges high transaction fee, be reformed. Only with these measures, will China be able to have an optimistic prospect
