摘要
寻租活动作为一种经济现象，近年来日益为经济学家所重视，并形成了寻租理论。在公益性水利工程建设中，寻租活动广泛地存在于建设的各个环节，造成了严重的不良后果。寻租活动产生的根源是制度的不完善。要想减少寻租活动，必须从制度入手，通过制度安排弱化制度垄断从根本上限制寻租活动的发生。
Being a kind of economic phenomenon, the rental activity is recenily attracted by e-condrists and formed rental theory. During the construction of public weifare water prject, the rentalactivity is widely existing in every link of the construction chain and yielding serious effeets. Thesource of the rental activity is the unperfect regime. The edme, therefore, should be arranged toweaken regime monopoly. In this way, the rental activity can be limitted thoroughly.
