The Historical Track of Gradual Reform in SOEs

从历史的和发展的角度来看待国有企业 ,并不存在一个永久不变的或者最终要实现的国有企业在国民经济中的“最优的”比重。国有企业在国民经济中占有特殊的地位 ,但绝不是普遍地适用于大多数企业的企业组织形式。我国国有企业根本性改革的长期目标是 :将国有企业定位于少数特殊企业的地位 ,在国民经济中承担一般企业难以承担的职能 ,发挥其解决经济和社会生活中特殊问题的作用 。

Form the angle of history and development,there is no unchangeable ration of State Owned Enterprises as a final goal.A special status as SOEs enjoy in national economy,it is not a form of enterprises that can be applied to most enterprises.The long term goal of reform in SOEs is to classify a few special enterprises as SOEs and entitle them the unique function to solve special economic or social problems,leaving common social production activities to the Non state Owned Enterprises of various types.
