珠江流域经济带源头山区生态环境与经济协调发展

Research on Harmonious Development of Montane Environment and Economy in the Headstream of Pearl River Drainage Economic-belt

珠江流域经济带是我国南方地区唯一一条正在隆起的东西向经济增长带 ,其源头山区是我国三大流域经济带中唯一能到达的源头 ,也是唯一适合发展经济的源头。本文从保护珠江源山区生态环境的角度出发 ,通过实地详尽调查 ,系统分析了源头山区生态环境与经济协调发展优势与机遇 ,把珠江源头山区总体发展定位为珠江流域经济带新的经济增长点 ,云南省优质生物资源产业化基地 ,云南省重要的能源生产基地和烤烟生产基地 ,滇东地区最重要的交通枢纽和最具吸引力的生态旅游休闲胜地之一 ,突出发挥珠江流域经济带东西部工业合作发展示范基地的功能、绿色农业产业化示范生产加工基地的功能、珠江源生态旅游休闲胜地功能、交通枢纽服务功能和国家可持续发展示范区的综合示范功能。提出了农业富区—推进高效生态农业产业化、工业强区—加速实现城乡生态工业化、旅游活区—大力发展生态旅游业和生态保区 -建设国家级生态自然保护区的基本发展思路。

Pearl river drainage economic belt that is rising in south china is the only economic growth area from west to best,the headstream mountain area of which is the only one where people can get to easily and is the most suitable for economic development in three drainage areas.From the views of protecting the entironment,this paper analyses the regional predominance and opportunity of harmonious development between montane entironment and economy in headstream area by systemic and minute investigation on the spot and regards the area as the new development point.As the industrialization base of high quality bio resources and important energy sources and tobacco production in Yun nan province,one of the most importat traffic hinges and commercioganic ecological tour spots in east Yun nan,it should be exerted that the demonstrating functions of industrial cooperation development between east and west areas,green agriculture industrialization,ecological tour spot in headstream of Pearl River,traffic hinge and sustanable development region.This paper puts forward a basic development thinking that the area could become an abundant agriculture region by advancing high efficiency ecoagriculture industrialization, a better industrial region by accelerating eco industrialization,an active tourism region by vigorous developing ecological tourism and an ecological protection region by constructing national eco protection section.
