On the Private Approaches of the Supply of Public Goods

公共产品是西方福利经济学的重要研究对象。长期以来,福利经济学中的主流观点认为公共产品只能由政府供给,市场方式即通过私人供给公共产品是低效率的。从20世纪六七十年代起,随着经济自由主义和反国家干预思潮在西方的兴起,经济学家开始探索通过市场方式即私人供给公共产品的可能性与可行性以及公共产品私人供给对政府治理结构的影响。

Public goods is an important theme of the welfare economics in the west. For a long period, the main stream of the welfare economics holds that public goods can only be supplied by the governmental approaches, whereas the private ones are inefficient. Since 1960s and 1970s, with the booming of the economic liberalism and the anti-state thoughts in the west, some economists have begun to explore the possibilities and feasibilities of the supply of public goods by the private approaches. This dissertation is concentrating on some disputes on public goods, the necessities and possibilities of the supply of public goods by the private approaches/ the impact of the private approaches on modern governance and so on.
