对健全高校二级教职工代表大会制度的思考

随着高校体制改革的不断深入,学院等二级单位的自主权进一步加大。众所周知:有权力就必须要有监督;失去监督的权力必然会导致腐败。因此,建立健全二级教职工代表大会制度,大力加强各二级单位的民主管理、民主监督工作,依法维护教职工的合法权益,对发挥教职工积极性和稳定教师队伍,促进学院及学校的发展尤显重要。

While the structural reform is deepening at higher learning,the junior units,such as schools,must strengthen their autonomy.As is well known,supervision exists where authority exists,or there will produce corruption.So perfecting the two gradations of institutions of congress attached to faculty and workers is a necessary problem.We must strengthen the junior units'function of democratic management and supervison.Protecting the faculty and workers'prohibits under the conditions of law is so important that it can make them take an active in their work,mabe the faculty keep stable,and especially contribute to the development of schools and universities.
