人事干部的素质直接影响着人事部门的自身建设。因此 ,人事干部不仅要具备一般管理工作人员的共同基本素质 ,而且还要具备一般管理干部所不一定具备的更高素质。较高的心理品质即是其一。

The quality of personnel cadres directly affect personnel branch’s own building.Therefore,not only the persnnel cadres should have the basic quality which all the general manager have,but also they should have higher quality which the general manager maybe not have.The higher psychological quality is one of it.
