Popularization of Higher Education and Its Quality

在高等教育大众化进程中，首要问题是要保证教学质量。应从以下几方面着手来确保教学质量：树立全面素质教育质量观；建立不同层次的教育质量标准；建立稳定的高等教育评估机构；实行弹性学制和完全的学分制；深化教育体制改革。

In the course of the popularization of higher education,the first important issue is to guarantee the teaching quality. The view of full-quality education should be established; different standards to measure the teaching quality should be set up; stable higher education assessing organizations should be built; the complete credit system and the elastic school system should be implemented,and reform in educational system should be deepened.
