西部经济社会落后的教育根源与发展思路

THE EDUCATIONAL SOURCE OF THE BACKWARDNESS OF THE WESTERN AREAS AND THE THOUGHTS ON THE DEVELOPMENT OF THE WESTERN EDUCATION

西部经济社会落后的根源在于教育落后,在于西部地区各级各类教育发展缓慢、水平不高,导致人口受教育程度低,人力资本和人才资源缺乏,进而造成知识和科技的吸收、生产和应用不足,丰富的自然资源得不到有效开发,经济社会不能更快更好地发展。因此,要开发西部地区,必须首先发展西部教育。发展西部教育,必须提高对教育在西部大开发中的战略意义和地位的认识,必须将党和国家发展贫困地区教育的政策落到实处,必须千方百计增加对西部地区教育的投入,必须全面提高西部地区教师队伍的整体素质。

The fundamental cause of the backwardness of western areas in social and economic development is the backwardness of education at different levels. The backwardness leads to the low degree of education that people in these areas receive and the shortage of human carital and human resources. And technology ane absorbed; productivity and its application are not orought into full play; and the rich natural resources are not exploited in an effective way. Therefore, the social and economic development in these areas does not go as faster and better as it can. For the reasons given above, it is a must to have the western educational level developed before having the western areas developed. We should improve our understanding of the Atrategic aignificance and position of education in the exploitation of the western areas. We must put into effective practice the policies of the Party and the Central Government to develop education in the poverty-stricken areas. We also must resort to all kinds of measures to increase the investment in the western education and to our best to empower the teachers working in the western areas.
