This article debates the character of university library under the background of modern time network and analyzes both the opportunity and the challenge to university library by modern network. Further more, this article offers the principles that should be followed by universities when establishing an information system in the 21st century. Finally, under the guidance of these principles, it discusses the concrete measures to establish information resource.
