随着技术进步和经济全球化的发展 ,人力资本成为决定产业国际竞争力高低的关键因素。从我国目前的经济发展现状来看 ,产业的发展水平与国际发达国家有着较大的差距。在经济全球化背景下 ,我国作为发展中国家丧失了产业结构在稳定的经济环境中逐步进化的机会 ,不可避免地面临跨越式发展的挑战。能否用人力资本密集型产业带动我国产业结构升级是一个值得我们思考的问题。

With the development of technological progress and economic globalization, human capital has become the key factor that determines the international competitiveness in industry. In view of China's current status of economic development, China has a fairly long way to go before she can catch up with the world's developed countries with regard to the development of various industries. Against the background of economic globalization, China, as a developing country, has missed the opportunity to gradually develop her industrial structure in a stable economic environment and, therefore, is now faced inevitably with the challenge to develop by leaps and bounds. An issue worthy of our consideration is whether it is feasible to bring along the upgrading of China's industrial structure by means of the labor and capital intensive industries
