Then how do higher education and civilian run higher education develope so as to fit in the world tide?The basic thought way is:For schools, regardless of they are big or small sized, it is good for them to have their own special feature; all colleges and universities are equal in social position;for being educated,all people regardless of old or young, have the right to learn; for education,it surmounts all national boundaries.
