我国决定在新世纪的最初十年初步实现高等教育大众化 ,借鉴国际经验发展民办高校是实现这个目标的明智选择。政府决策层要在提高认识、转变观念的基础上 ,制订一整套鼓励扶持民办高校发展的法规政策 ,解决制约民办高校发展的资金问题 。

It is decided by our country that in the first ten years of this century the popularization of higher edcuation will be preliminarily realized. In order to realize this goal, it is the wise choice to use international experience. The policy making body of the government should make a whole set of laws and policies on the basis of raising understand and changing ideas to encourage and help civilian run colleges and universities to develop; solve and condition their developing fund questions; and quicken the step to set up the new structure for the co development of the state run and the civilian run higher educations.
