通过分析我国政府职能存在的问题及加入世界贸易组织对我国政府职能的要求 ,认为我国政府职能转变的关键在于必须转变行政观念 ,拓宽行政视野 ,处理好政府与企业和社会的关系 ,合理进行行政分权 ,培育完善市场体系 ,健全适应经济全球化的法律体系。

Having analyzed the effect of WTO and malady in administrative function ,the author points out that we must reform the traditional theory ,expand administrative eyeshot, adjust the relationship between government and enterprise or society, and consummate the system of market and the law which can adapt to economic globalization.
