采用创新办法解决灌区农水配套资金

Using new method to solve argrohydrological fund of irrigation area

对灌区农水配套资金的筹集进行了综合分析 ,用创新的办法提出了“农民投劳、以户贷款、政府贴息、增值还贷、集中建设、产权归己”解决农水配套资金的办法 ,对此办法的可行性进行了论述 ,从而达到解决农水配套资金的目的。

Fund financing of argrohydrological fund in irrigation area is comprehensively analyzed. Using creative method 'farmer investing, loan as household, government redeem interest, centralized using and property right belong to self ' the fund problems is solved. In this paper the feasibility of this measure is discussed to solve the fund problems.
