针对该县的实际情况 ,提出了小流域水土保持综合治理要突出重点 ,提高开发效益。如坡改梯、修建地头水柜、调整农业种植结构和“四荒”治理等 ,推动了当地经济发展。

In view of the actual condition of Luzhai county, the author suggested that small valley water and soil conservation comprehensive correction should lay stress on the key points, raise developing benefit and promote local economy development, such as transforming slope to terrace, building water box on fields side, regulating agricultures plant structure and 'four wasteland' correction, etc.
