关于金融监管职能承担主体的问题 ,目前在国内外金融界成为争论的焦点 ,持不同观点的学者都能在实践中找到支撑自己观点的范例。该文研究重点不在评价各种观点本身的优劣 ,而是定位于从中国实践出发探讨金融监管职能的执行主体模式。在进行了基本的理论论证和国外实践论证后 ,根据中国金融的内外环境给出自己的观点———应该将金融监管职能从中央银行分离出来 ,成立独立的金融监管机构。

The problem of the bearer of financial supervising function has been the focus in financial field worldwide. Scholars holding different viewpoints can find examples supporting themselves. This article does not emphasize on the strength and weakness of those viewpoints themselves, but discuss the pattern of executive bearer, pitching on the practice of China. After the basic theoretical and practical demonstration, own standpoint is presented on the foundation of the inside and outside financial environment——The function of financial supervision should be separated from the central bank and attributed to an independent institution.
