摘要
通过绵阳市“9· 19”洪灾成因分析 ,论述了建立城市防洪体系的必要性 ,提出了相应的工程措施 ,论证了变水害为水利 ,在洪水泛滥之际 ,兴修水利方显未雨绸缪。
After analysis on reasons of 'Sept.19th ' flood , the necessity for establishment of flood control system is discussed , the corresponded engineering measures are presented and water conservancy construction is conducted to be very important to prevent flooding .
