摘要
大中型水利水电工程除了发电以外 ,一般还具有防洪、灌溉、供水、旅游、水产养殖、航运、环保等综合利用效益。但是 ,目前工程的投资及还贷却主要由水电站部分承担 ,这显然是不合理的。在对投资构成分析的基础上 。
Generally ,power generation is the main purpose of a large-scaled hydropower project ,but it also has the multipurpose functions, such as flood control , water supply , irrigation , sightseeing , aquiculture , shipping , environmental protection and so on .However , at present investment and repayment of the project is mainly implemented by hydropower station ,which is unfair . This paper presents method for allocating investment and operation cost among related departments based on investment composition analysis.
