2000年6月美国国会议员,医学博士Tom Coburn就避孕套预防性病的效果问题向国会提出议案,要求有关部门对避孕套的有效性作出确切的医学结论。Coburn是一位医生,他从临床实践中认识到避孕套的预防效果并不好,尤其是对于人类乳状状瘤病毒的感染几乎完全没有预防作用。

The sex education in United States have changed from recommending condom to postponing sexual behavior,and from laying equal stress on condom and abstinence to stressing only abstinence before marriage.This transformation is byno means due to poor contraceptive effect or unreliable preventive effect of condom against AIDS,but due to the fact that pre-marital sexual behavior in juveniles more seriously harms far-flung interest of their own,and has great negative influence onsexual development and stability.We should recognize this fact comprehensively and deeply.
