职业教育课程开发应树立明确的指导思想，即适合我国国情的能力本位课程观。在课程开发过程中，注意遵循目标具体化原则、灵活性原则、衔接性原则等七项原则，保护课程开发的序列化、系统化，恰当地选择课程内容，建立合理的课程结构，探讨课程开发的基本规律，从而促进职业教育的改革与发展。
